  2. Expansion of HPD Programs: $1.3 billion will bolster programs aimed at preserving and building new affordable housing. This includes the construction of supportive housing, promoting affordable homeownership, and preserving existing housing quality.
  3. Zoning and Development: Comprehensive zoning changes will increase the overall housing supply, lifting restrictions that have previously hindered development. This includes promoting transit-oriented development, allowing accessory homes, and facilitating conversions of non-residential buildings to housing.
